You can see a statue of a knight - The Roland (landmark of the Riga German heritage which Soviets tried hard to wipe out after WWII) in front of the building.
Once the tip of his sword was used as a reference - the point zero - for all the surveyor works in the city. I.e. it was considered to be the very center of the city.
It is not exactly correct to say that the "original building was destroyed by Nazi aircraft during Second World War".
It was damaged hard during the war, but it was finally destroyed by Soviets, who, despite its historical and artistic value, just blew it up with explosives and leveled to the ground, and built The Museum of (Socialist) Revolution nearly on top of it.
It was re-built on its original foundations and hosts a museum in its cellar with the original parts recovered from the buried ruins of the building on display there.
It was blewn up by communists without any mercy, just like many other good things...
Not destroyed by Nazi aircraft..!
