This is fairly typical of "back yards" in Riga. I see it quite often if you walk off the street and make your way to the back of most properties.
Riga is like Swiss Cheese, nice frontage surrounded by areas that need a facelift, but the backs are in varying degrees of "urban decay."
I like this site very much as I know many of these locations from my own travels!
