Usually every next hour are less expensive. At least here in Italy. Yes price is quite prohibitive!! That's why parking is almost empty;)
Try parking in Copenhagen ;)
First trouble to find a free space then parking fee of 5-6 lats pr. hour and max. 3 hour.
I think it ought to be more expensive in the old town. The purpose is exactly to discourage parking, not to cash more income.
