After Soviet Union collapse all writings in Russian language were replaced by Latvian.
I wonder how this plate written in Cyrillic alphabet survived ;)
Locomotive was parked not far from Zemitani railway station.

А название сохранилось потому что это модель тепловоза.
Why in Cyrilic? And why not, when many of the employees of Latvian railways still «общаются на русском» :) Anyway, the plate is in its original form as delivered to the Soviet railways from former Czechoslovakia. Such plates were replaced with new ones (re-written in Roman) only in Lithuania and Estonia as well.
PS: the Zemitani station is the "home-place" to the ČME3-6199 shunter.
