Slip Wharf

I found this installation in Kengarags neighbourhood.
Looks like a wharf, but boats can't moor here, due slip surface going into river.
Maybe somebody know what is for facility? :)

for cars to pull out rubbish.. :) actually might have been for fire engines so they can suck up some water.. check this too http://balcus.blogspot.com/2008/08/kengarags-embankment.html

I haven't any idea about that.
Actually in Soviet time this was used to launch a motorboats to the Daugava river. But lot of lucky car owners who lived in the neighborhood used to wash their cars... :)
It was home depo kengarags stile to keep building materials to build kengarags
