I see it very small to be a public bus.

It's a microbus. In Brazil, there are alot of them in the big cities, as alternative urban transport, and they are legalized as well.
but bus 22 costs 70 sentims if you dont have a bus card and even less if you do. Woudnt that make it cheaper
